Component vs full URI mode?
Component mode encodes almost every special character — use it for query parameter values (e.g. q=hello world). Full URI mode keeps :/?#[]@ intact — use it for entire URLs.

No. Encoding uses built-in JavaScript functions in your browser.
Why did decode fail?
Usually malformed percent sequences (e.g. a lone % or incomplete %2). Fix the input or encode again from plain text.
